Architectural Barrier Removal Work Description 

 Notice of Awards -


 (1) week of the bid opening, a summary of the results and the Notice of Award for each project will be posted. It is the responsibility of the respondent to consult the website for this information and to file comments or a protest regarding the quote process and the Notice of Award within 72 hours of the information being made available. Protests must be made in writing and directed to the Redevelopment Specialist assigned to the project.

Work may not start for any awarded contract until the Rehabilitation Construction Contract is signed by the Owner or Tenant and the contractor. The signed contract will serve as the Notice to Proceed.

Requests for Quotation 

All General Contractors interested in submitting an RFQ must attend the mandatory walk-through and sign in.  RFQs, work descriptions and reports are available through the links below.

Contractor Information

This page provides information for contracting on housing rehabilitation projects administered by the Housing Development Division. Contractor Requirements Contractors must meet the following requirements to submit a Request for Quotation (RFQ) for housing rehabilitation programs:       

  • General Contactors A, B or C license
  • General Liability Insurance
  • Workers Compensation Insurance, if applicable
  • Cannot be located on the City of Colorado Springs or federal debarment list

Contractors must attend the walk through and sign in to submit an RFQ for a project. Contractors do not have to be pre-qualified to submit an RFQ.
Payment and Warranty Information

  • Payments will be made within 30 days of invoice submittal. The first draw may be submitted upon completion of 30% of the work and Redevelopment Specialist inspection of the work. Payment will not be made for inventoried material on site.
  • Minimum 1 year labor warranty required

Lead-based Paint

Contractors and workers planning to perform rehabilitation construction on pre-1978 homes containing lead-based paint must successfully complete Lead-Based Paint (LBP) Safe Work Practices Training.
